About the customer
Founded in 1996, Azercell Telekom is today one of the largest mobile operators in Azerbaijan. The company provides its customers with high-quality mobile services, internet packages, digital solutions, and innovative products. Azercell Telekom focuses on customer satisfaction and service quality, maintaining its leading position in the country’s mobile communications market.
Task
As part of an internal digital transformation project, the company’s management decided to implement a unified electronic document management and digital archiving system. Considering the scale of its operations, the company launched a tender to select a consulting partner capable of professionally conducting a detailed analysis of business processes, organizational procedures, and information systems involved in document management. The consultant was also tasked with preparing the future model of paperless document management and defining the requirements for a modern information platform.
Solution
As a result of a carefully conducted tender involving both local and international participants, a decision was made to sign a contract with Do IT. The key factors that influenced the choice in favor of Do IT were its many years of experience in similar projects, as well as its high level of expertise and strong specialization in implementing electronic document management systems and building digital archives.
Project progress
The project covered all key departments of the company and consisted of several stages:
Data collection
As part of this stage, Do IT consultants carried out a set of activities that included surveys and preliminary interviews with key stakeholders of the business processes to be automated by the future system.
Interviews and business analysis
After collecting and conducting a preliminary analysis of the data obtained during the first stage (including more than 100 company procedures), over 40 interviews were held with representatives of the organization’s key departments. Special attention was given to ensuring the manageability, transparency, and measurability of document flow, preparing processes for automation, gathering and aligning requirements from all departments (including document templates and process diagrams), as well as cross-checking requirements across departments.
Technical analysis
The project also included a separate phase focused on analyzing the information systems involved in document management processes. Both functional and non-functional features of the systems were evaluated, along with their compliance with current business requirements, as well as their development potential and technical support capabilities.
Preparation and alignment of the new document management model
The final stage was the preparation of the organization’s future paperless document management model, which included:

  • Technical specifications providing a detailed description of all business processes to be automated by the future modern document management platform
  • Functional and non-functional requirements for the platform, along with requirements for architecture, information security, and integration with other corporate systems
  • A report on the information systems currently in use within this context, including relevant recommendations
